行政院陸委會、大陸國台辦之間的「兩岸事務首長會議」明天下午展開，雙方預料就陸客中轉、金門供水問題達成共識，另就核廢料處理達成架構安排。
按照陸委會所公布行程，陸委會主委夏立言將在上午抵達金門，大陸國台辦主任張志軍則在下午搭船由金門水頭碼頭抵達，雙方預計下午三時於昇恆昌金湖大飯店展開「夏張會」。
至於雙方會談過程與結論，陸方預計下午五時卅分對外說明，陸委會則排定六時另場說明。
